James F. Fagan

Jim Fagan serves as
the Executive Director of Research and Development Associates for Military Food
and Packaging Systems (R&DA). He left the Army as the Chief of Staff
of the Army Quartermaster Center in 1993 to assume this position.
R&DA was founded at the urging of President Harry S Truman to ensure that
the military food and packaging programs would link the military, academia, and
commercial companies to meet the needs of the government. As Executive
Director, Jim works closely with all military services, governmental
organizations, universities and colleges, companies in the food and packaging
areas, Congress, and associations throughout the world.
Prior to serving R&DA, he was a
commissioned military officer who served at all levels of the subsistence areas
in the Army, Department of Defense, State Department, and the White
House. He served as a commander or director for food operations in troop
feeding, procurement, commissary operations, policy, inspection, and training
areas. His forty-nine military decorations include the Legion of Merit,
Bronze Star, Air Combat Medal, and foreign government awards.
Jim also has been a university
professor at seven universities, served as a New York Sales Manager for Proctor
and Gamble, consulted with food companies throughout the world, and addresses
national conventions and meetings on topics related to military feeding.
He has had over 450 publications, appeared on national media outlets, and has
brought commercial companies representatives to US and foreign military
operations to instruct on food processes and operations and he is a member of
the US Army Quartermaster Hall of Fame.
